Carlos is a retired Portuguese Assistant Professor at the University of Lisbon. He holds a Ph.D. in Political Science (Public Policy) from the Nova University of Lisbon and completed the Burns courses at the Centre for Robert Burns Studies, University of Glasgow.

His final essay Robert Burns’ Farewells was selected for the Let’s Talk About [X] 2023 at the Advanced Research Centre of the University of Glasgow. Co-founder and first President of the Cascais Burns Club, the only one in Portugal.

He authored  numerous articles about Burns, and in 2024 published the book Scottish Poems, including translations into Portuguese from ten Scottish poets, being Burns one of them. Member of the Board of the Robert Burns World Federation since 2025.
